Rank Requests

I want to suggest a few rules on the rank application so every request gets sorted out.
-When you see a request tell an admin to put a poll on it and run it for 10 days
-if the user doesnt have 40 posts then lock the app ASAP
-when the poll runs out the decision will be made
-poll must include yes and no and not maybe(why would you need that)
