Can factions claim in plots?

I found a faction(runecats) that has claim land in the plots just wondering if it is ok but I won't Any was

Well Runecats are naughty bastards and you aren't to play with them anymore Razz

. It's that if they give up their plots it's still claimed. If I'm wrong, well there's no point anyway.

Don't.Next time a faction claims plot in creative I will disband it.

Flying around I found someone in whiterun had claimed a empty bit of land in creative. I'll try and find it tommorow.
