What The Hell Empty What The Hell

Yesterday there was this guy on the server.Anyways we noticed some ghasts near our faction so we killed them.After that we went to collonies to get some stuff and there were even more and around them was a guy in creative spawning them.But the question is how did he get creative in the survival mode?

He had creative mode
And i banned him
