Server Restarts Empty Server Restarts

Is the server still set to restart every two hours? I don't think it is restarting every two hours anymore. Today, it has been so laggy. To place a block, I have had to place the same block in the exact same spot, two or three times to make it stay.

Is there a plug-in that allows admins to restart the server in game? If there is, please install it.

Well ops can stop the server but can't restart it

Well, is the server still restarting every two hours? I know it is not my computer because I restarted it, updated my JAVA, and logged in to the server, but still very laggy. Then I went onto my single player survival, and no lag at all.
