Flint and steel

What am I Suppose to do if a normal player has flint and steel and is a able to use it on others?

To my understanding Flint and Steel is banned because it can be used to set fire to wood and trees. You might have to check with others, but to my understanding, it is impossible to use Flint and Steel. If I am correct in saying that, then the player to whom you are referencing must have been hacking to use Flint and Steel. But please don't take only my word for it, ask other admins, and especially ask Radu first.
